Happy B-day Kim -I have a 1996 Neon hubcap if it needs one (from back when I was driving Shelby-Dodges).
That Neon should serve it'* purpose well. If she can handle it in a city of 45,000 for a year or two an upgrade will be well deserved.
Great on gas, and small enough for a 16 yo to manuver around in city traffic.

car insurance is way cheap on a 4cyl 4 dr car though. Good choice for a first car.
