I've already contacted the seller about those. He said the wrong cleaner was used and messed up the finish.

Ah i bet it would buff right out with the right cleaners and polishes!!! can't be permanent eh? I mean hah, how bad a stuff could he have used?

Hi John,
probably won't be able to get around to cleaning one until the weekend. I will tell you that they are straight, but prior to me buying the car I believe they cleaned the wheels with the wrong cleaner or left it on too long so the finish definitely needs to be re-chromed. I changed the wheels & tires when I bought the car.
Gas for me to do it would be about $110

Here are some pictures. It is really hard to take pictures of chrome I am finding out If you see the pattern, it is either they sprayed wheel cleaner on them when they were hot or the wrong type of cleaner. BTW: the center caps are fine.
