You don't need someone else to complete you, you should be fine with yourself, someone else is just the whipped topping on the sundae. Even the most confident, best looking and otherwise pretty darn perfect of us go through some (at times long) spells without having a signifcant other.

1) Get out and meet them (phone calls are ok but not the best)
2) If your serious about this, have someone videotape you at a party or talking to a girl, then analyze your body language. Do you have nervous tells? Do you act sullen and withdrawn? Do you stand behind friends at parties? Project yourself the way you want to be treated and seen and you would be surprised what happens. Women dig confidence more than anything (even if they wont tell you). Some women will tell you that they like the small little puppy dog types but they just view that as a project to build them up. I was very shy in school and didnt start dating until I was 20 or so.
3) Go out with a lot of women (not sleep with, go out with). Even if you dont think they are a potential mate. This will help build up experiances that you can use later in life to make your final choice.
