They do in Wisconsin. You just have to file paperwork to have them switched to a different vehicle.

nope... in MN the plate stays with the same car
yeah, same with hawaii. plates go with the title (car)

wisconsin they go with the registration (owner)

florida they go with the registration (owner)

i can verify for places i've lived

so not everywhere...but a few places.

In Missouri, plates go with the owner. Cost me $50 for 2 year stickers for my plates and registering a car is about $20-30 because I always cheat on the title and put $100 down for the cost of the vehicle so that taxes stay low. So I can title and tag a car for under $100 pretty easily.
