How to track someone down?

I'm trying to serve papers on a "friend" who decided to do 60 down my alley and total my old car.
Problem is I cant find him.
He was evicted out of apt a few days after the accident with no forwarding address.
What I do have:
Social Security Number
Full Name
Previous Addresses.
I also know:
He collects a check everymonth for being mentally ill, and in order for a social security check to go thru I belive you have to have an address, problem is the SSA will not tell me where they are sending the check.
People who know where he lives now:
Social Security administraton
post office
loan office (friend saw him there, but no papers to serve)
I've never hunted anyone down before.
How do I find someone like that?
