Quebec produces 77% of the world supply of maple syrup. Production is very weather dependant, and some years is no where near the demand. Without the cartel, prices would skyrocket in years of low production, and prices would not cover costs in years of over abundance. The cartel maintains inventory to level supply to meet demand, and to maintain level pricing from year to year.

And the orange cartel in Florida. And the oil cartel in the middle east. When you own the market you tend to protect your own interests.
Last I heard, the syrup had been relabelled as Dexcool and is being sold in one gallon jugs.
