okay, just trying to lead you in a good direction here.
Check the mustang forum or the turbo forum listed at the bottom of the page for a used complete or partial turbo kit. Im not sure if you can reverse the headers on the mod motors or not to make your own fwd facing turbo manifolds. But if you could, a cheap set of shorty headers would be a great start to the proposed $2000 budget.
TurboCity sells rebuilt turbos, much better than scavenging the junkyards for a worn oem one. Another route to go is to buy one of the new cheap "Chinese clone" turbos.

sorry about that..fwd=forward, the headers face the front of the car instead of the rear, which is why shorties are needed or even a block hugger design, I don't really know mods motors that well.
