Close, but not quite. It'* a custom script that I wrote that is integrated with phpBB. When it detects that you've made a large number of requests in a short period of time, it will temporarily lock you out and return that message. This has been implemented since about February. If you're seeing it, you're probably using a poorly-designed web accelerator (maybe Juno?) or are behind a corporate caching proxy server. When this happens, only the offending user is affected -- nobody else sees anything amiss.
