All I know about IL emissions (roomate and friend both from Chicago) is that my friend has a 98 Honda Civic which he made OBD1 and turbo'd, and when he went back to get it inspected and all that, he had to remove all the turbo and OBD-1 stuff, put it back to OBD2 and then get emissions, and once it passed, he put it all back on. I will ask them when they are home.
