The car is over the water. How would it had got wet?
It never touched the water. Unless you are talking
about splash for the boat moving. Don't think that would
get the car all wet.

Maybe this is what happened.

She was parking the car, got out but the car was still in neutral. It started to roll foward but she couldn't stop it. The cement block wasn't tied down to the dock and just slid over and the car rolled off slowly, hitting the boat first. Which held most of the weight as the car rolled out and it got stuck like that.
