Default DSL for dial up

OK does this actually work or is it just * scam???? I live in an area that does NOT have high speed of any kind. Unless I got satellite but thats expensive. There is this offer for 5 bucks a month for "dsl performance" from a dial up service. Sounds a little suspisious

waste of money, it just compresses images. If you read the fine print, it says "does not increase speed for files, videos, etc"
