People might get mad at me for this....but how about scaring him?. I did that a couple of times and he went all quiet on me and wouldn't even come close to me for a couple of days. Eventually he started barking again. He also barks at other dogs all the time.

If you can find the show times, watching The Dog Whisperer might actually help. The guy is kinda wierd, but the stuff he does with them dogs is amazing. He deals with similar situations on almost every episode I've seen.
