Just because he'* in the Navy doesn't necessarily mean he'* a citizen. We need clarification on:
1. His legal status. Legal immigrant? Or legal CITIZEN?
2. Their marital status if he is determined to be a CITIZEN.
If he'* not more than a legal immigrant serving in the Navy (quite common), OR they're not legally married, and she did in fact cross the border illegally, she should be deported. It'* a case of 'she knew before she waded across'. If she broke the law, she should be booted.
