Trying to remove non vote related queries from the March COTM thread.

Some questions have arisen:

1) Once a car is COTM, is it disqualified from future awards?
2) If not, is there a certain waiting period?
3) If either of the above are true, is there a place where past COTMs are stored that way duplicate voting for past COTMS can be avoided?

Probably better as a PM instead of lounge post. I didn't read the lounge for the last 3 days whlle being busy at work...

I thought about that, but decided to put it here because I'm sure I'm not the only one with the same question. He'll get to it, eventually I'm sure.
