just heard. last summer the finished installing lights and/or arms on all roads out of town. they are turning them on for the first time. 500 fine if they catch you on road or have to come rescue you.

meaning don't leave town

In the winter..they lower the gates to stop traffic if the roads are too bad to travel.

Ahh! ok! Never heard of that.

They are closing the roads due to bad weather.
They now have lights and some times arms to enforce the closer.
If you are caught driving while the roads are closed you may be fined $500.
The same fine of $500 is also applied during a rescue.
