Neighbor 1 may clear, but if neighbor 2 doesn't, he takes you both out. These are dry, brushy hillsides. Not forests.

Most of the areas that are burning actually REQUIRE clearing. A homeowner can be fined if they don't.
The reasons the fires are so out of control right now:
1. Santa Ana winds. Unless you've experienced these hot dry winds, you can't imagine how they suck the moisture out of everything.
2. Alot of people ignored evacuation orders, tying up fire teams that had to play the role of rescue crews.
3. The winds prevented aircraft from doing battle the first 2 days of the fire.

My aunt and uncle were displaced here hone on sunday and we havent heard from them since. No clue how there doing or anything. so lets hope for the best.
