Basic tool kit.
Doesn't necessarily have to fit in one box/bag. This is more like the collection everyone should have in their garage.
And 1/2" drive ratchet is a must for me. For one, I'm not even trying lug-nuts with a 3/8' drive. And I won't use a helper pipe on 3/8" either...
BTW, one absolute requirement: all hand tools must be brands that offer life-time replacment policies, except things like torque wrenches.

I feel like I have the basics. It is a 3 tier chest full of hand tools plus another small roller chest with a few more tools. You think you have enough tools until you start using them alot, then you are always missing some torx, a swivel, or something. BTW, never buy those standard Craftsman ratchets, or the professional line for that matter. The guts are junk, I have broken a ton of them. If you have an older one with the metal selector, don't trade it in for the new ones with the plastic selector, just rebuild your old one. When buying a new ratchet, the only Craftsman I will buy is the thin profiles. Just a tip, don't waste your money.

I've got few tools I rarely use. 3 valve spring compressors, 1 tubing bender, 2 tubing cutters, circuit testlight (use the DMM exclusively), my dad'* old Sears timing light and dwell/tach (in case I ever decide to get an old carbie disco car),
One tool, however, that should be in every small toolkit but is rarely used...is the spark plug gapper.
EDIT: Does *&K ratchets carry lifetime warranty? if so, I need to find out how to get a new one. I LOVE the one I got.
