So does the cell phone start recording image data at the top and scan downwards? It looks weird to be so clear and so distorted at the same time.

That would most likely be a Caterpillar portable power station. My company uses 2 of those to supply power for an asphalt plant,concrete plant and pug mill(rock processing) plant at Memphis International Airport. The ones we use are housed inside 2-53' trailers that can be moved at anytime. Just my guess, could be wrong.
