Im not too worried about the EPA. They have bigger things to worry about like cows farting.

I always drop the cats or I will cut a U in the side of the cat and fold it down that way I can get a long beefy screw driver and hammer and knock all the material in there out then fold it back up and weld it back closed then if you want you can wrap it with heat tape.
