Are you having any other problems electrically not specifically the running lights?

These trucks are notorious for having bad grounds. Going a little further how old is your battery and how good are the battery connections,clean?

I got out this morning and looked at the lights. The DRL are the round halogen headlights. When I turn on the headlights they are also the round halogen headlights. The LED ring of lights never come on no matter what the lights are set at

Tell me how they are wired.

Did you just acquire this truck? If so, were the lights always not working? And if so the PO may not have wanted to have the DRLs on and unplugged or rewired the back of the lights.
