The fuel whistles right in there now!
It was definitely the plugged canister. The vent valve is clipped right on to it in my case. It is located above the rear axle and has vent tubes from the tank running to it. It is tricky to get the tubes off, but if you bring the canister down first, it makes it easier. I hope this helps others. But next time I have to do something major like this I will take pictures with step by step descriptions to help others.

those connectors are easier to get off if you shoot some wd40 in them and wiggle them clockwise back and forth to get the o ring unseated. then push it in squeeze and pull out
