2010 Sierra headlights work only when key removed
If the tool is telling the lights to turn on and it goes active yet the lights are not on pretty much tells us the module is bad. I would verify by seeing that it is not grounding the relay like it should.
FWIW, I just remembered that the week before this the truck had the passenger airbag recall done on it. Now, I'm not exactly sure when the lights quit, but I noticed it when I was in Canada a week later. I don't use the truck much, I wonder if it is possible that is a contributing factor.
I'll call the GM shop on Monday to get their opinion.
I recently noticed how the lights act when the truck is turned off. With the light switch in manual on and the ignition is turned off the lights stay off, when I open the door they come on. They don't work on auto at all.
Will update when more is known.

Ok, problem solved. I called the dealership that did the recall, thought it could be the BCM but would have to put their scanner on it.
Took it to local garage I normally deal with, he found the issue.
Now, I am a bit embarrassed about this. Scan tool was correct. The issue was that the truck has a plow that goes with it and the light switch had been placed in plow position somehow. No idea when or who. Switch is in an odd location. In fact it was covered when I had the issue.
Scan tools are nice but the can't the place of knowledge and experience.
Hope this saves someone some time if they have a similar issue.
