i think it will start on anything above low 50'*, maybe not run well but it wont wont keep it from starting entirely. did you see if it starts when the pressure is good and what it goes to?

you check for spark? any codes?

Alldata repair

Fuel System Pressure (w/fuel pump running) 379 - 427 kPa (55 - 62 PSI)

Fuel System Pressure (after fuel pump shuts off) 34 kPa (5 PSI)

Fuel System Pressure Drop (after 5 minutes) 14 kPa (2 PSI)

Spray is carb cleaner down the throttle body. If it starts and runs for a few seconds, then its fuel related. If not Id be looking at the cap and rotor bug for corrosion.
