Default 2001 Speedo Issues Chevy Silverado 2500

My speedo was at 0 all the time. Changed the vss in transfer case, speed sensor in transmission, resoldered the cluster and checked the fuse. Now there has to be some power to it because I can push pin to 0, but as soon as I plug the cluster back in the pin shoots to 40 and is stuck there. Can anyone help?

I should also add that it shifts extremely hard from first to second gear. It'* almost slamming into second.

Yeah what carfixer007 said ^^^^^^^ and I'm curious if you scan it if the scanner will show the same speed readings as the speedometer.
