Unhappy 2000 Blazer 2WD RWD Steering Problem

I noticed on my lf inner fender that the tire has rubbed on the fender liner'* inside (but not at the top of the liner). There is a bracket riveted to the frame to the rear of the steering knuckle. It has been mushroomed from repeated contact with the knuckle. What is this bracket called and is it available from parts suppliers? Any ideas as to why the knuckle would even come in contact with this bracket to begin with?
