Just the over the top pressure range an engineer decided upon.
S2'* do tend to run higher pressure into the higher mileage. For example my 97 runs an easy 60lbs cruising down the highway. The S1 I owned would run around 45-50lbs

I think that the newer engines have tighter tollerances...
But for reference on a cold day when I start up, I get 70psi.... when I take off and go I am at 80 Psi untill things warm up...
On my LN3'* you will seldom ever see much more than 60 psi, and if you do it may be 65 psi..
Generally all 3800'* should do 60 Psi at roadspeed..
