what causes a 3800 at cartain rpms to whine(only for the non supercharged motors)
it is a very quiet whine and you can barely here it
and it is constant
but the only way i can here it is when it echos off of buildings

Its power steering pump whine... Some do it other are just about dead silent...

The whine is most likely not a good sound. It'* probably something getting ready to fail. We should probably get this moved over to 92-99 and help you diagnose what is whining.
Open the hood and listen to where the sound is coming from. My car whined the other day but it had rained the other day and temp 0 f. Mine was coming from the alt but dissapper very quickly
