Check your twilight sentinel, make sure its turned down, at max setting it may stay on for 2 mins or more.

Ive found that if you can turn them off while its in park by switching the twighlight sentinal all the way off, turn it on again, then all the way off again. They should go off then. There might be an easier way but I dont know it.

Doesn't work on my 1993, nor do i think it will work on his 1992..if you have DRLS you can disable them, however, it is illegal, probally not worth it.
If its dark out your light sensor will automatically keep your headlighs on regardless of the twlight sentinals switch, if the car is in any gear other than park.

I quote my 93 owners manual on this one
"the twilight sentinel"
Depending on how dark it becomes outside, the TS, turns your headlights on automatically when they're needed. Avoid coverning the sensor located by the windshield, by the defroster outlet-otherwise your headlights will stay on.

Just before you turn the car on, turn Twilight off. Then when you start up, they won't go on. You can then manually turn them on by pulling on the ****.

Heh heh heh he did say ****

Ill have to try it. The reason Ive been asking is that lately its been cold here in the mornings (-35 C) and my car doesnt like to start so I usually have to boost. I just want to turn them off so that all my juice from the battery is going to the starter and none for the lights. Ill try it tommorrow and let you guys know. Thanks again for all the tips
