94 and 95 do have PCM'* available. That was not a typo above. And the DHP Powertuner is rumored to work with the 96, so it would appear that we have all years covered.

Fuel, please make an effort to stay on topic.

Sorry Boss, I tend to go off topic a lot.

Go with the 97-99, I personally think they're more crisp looking than the 92-95 years. Good luck deciding which one to get.

Definitely go with a 97-99.
INTENSE'* numbers are usually pretty good, as they base them on what they've tested out on the dyno.
Before you go into buying a package, you may want to look at what results people are getting from various different combinations of mods.
I'm in GOClubGP with the INTENSE guys, and our best performers are all using relativley mild mods...

If you go SC'ed you will love it -if you go back to NA you will feel like you are being strangled -no power. I went from a Series I NA to a 99 Series II SC'ed and it was night and day. Then I took a dive and got a 98 Series II -more power than a Series I NA stock/stock and mod/mod, but I felt severely deprived, so when I saw the 95 SE SC Series I SC I was all over it. Not quite as quick as Series II in the long run, but being a light car (missing all the SSE/SSEi amenities albeit the SC) it can really scoot.
You will have no regrets with a SC car -but the problems in the 94-99 SC'ed Bonneville'* lies mainly in the transmission.

94-95 has the OBD1/2 and no EPROM replacement and the 96+ dosnet have PCM support either
www.gmtuners.com has come to the rescue of 94/95'*, and possibly 96.
