Default Rust repair

I've developed a patch of rust above my passenger side rear tire well that runs over the entire well and is about an inch high . Last summer I sanded and did a full repair but it came back through. I had it looked at and the rust is eating from the inside out so surface repair is no longer feasible. I went to a shop and got a quote. Entire price including welding in a new piece of metal, and painting (they have to paint the whole fender) is $700 Any suggestions on whether this is reasonable or should I be looking to other shops, If so is there a price that I should be looking for that is lower or is 700 about the best I can get.

$700 is about right, bonnie94see can tell you the same. Cept his is on the drivers side. The $700 sounds reasonable actually
