My friend bought a powertuner for his 1999 GTP and we found out the plug fits right into my car 1995 bonneville that is obd1 right? Is there software that we can use to log my car and tune stuff?

you car is actually classified as OBD 1/2...its not full OBD I or OBD II

So would i beable to get software somewear to tune my car adust the speed limiter and things of that nature?

yes GM Tuners will work with you but you need to provide them scantool data

I have no idea if you actually can use the powertuner. My guess would be you can't. You can however get custom burned chips from www.gmtuners.com . I've been running a modified L27 eprom for a while but they now have the 95 L36 file to work off of.
If you are going to do it, I would strongly suggest getting a scan tool and getting comfortable with recording data.
