I'm in Rochester, NY and just had my 98 Lumina LTZ done. They check the computer for codes within the last 50 cycles (start-ups) and also check the lights, brakes, tires, etc. Most of the major components. Wheel Bearings and Ball Joints going bad though will not fail you (atleast they didn't for me). If you want to know if you have any codes, go to an autozone and they will check your computer for free. If your car isn't modded and you haven't had any major issues ot light on, then you should be fine.

Back when Minnesota did have testing my parents 89' Grand Marquis failed ALL the time. They couldn't drive for a month because the DMV denied tabs due to failed emission tests.

I just had my '97 Ram and my '01 SSEi done within the last 2 months. The RAM was the one that I was worried about the most because of how old it is. I have my own Autotap to check for codes and to make sure that all of the sensors are in spec and everything checked out fine with both of them before they went. One thing to remember is that if you have codes, DO NOT clear them right before you go to get it inspected. The inspection computer will notice that it has been cleared in the last 50 key-on'* and will automatically fail you (well, won't fail you, but will not allow you to pass until you have either driven for XX miles or have done 50 key-on'*).
The tests aren't really "emissions" tests, they are emissions system tests to make sure that all of the sensors are working properly on the car.
My parents '97 STS has issues and, after they spent $450 trying to get it to pass, they got an exemption and passed. Their car has MAJOR issues (which I think is a grounding problem, but we can't find where the problem is) and I have recommended to them to dump the car before the inspection is up again next year!!!
You will automatically pass (with an exemption) if you have spent over $400 trying to make your car pass. I think that is BS, but it is there to try and make all cars emissions compliant (or close to what they were supposed to be off the showroom floor).
Good Luck

My 1996 oldsmobile LSS passed without any problems. I had done A tune up of o2 sensor, spark plug, wires, filters etc. As long as the car is in good running order it should be fine. (this is a wide interpertation what good running order may be top some person may not for others).
