Where in MN are you? Where'd you buy the car? Dealer or private party?
1992-1995 SC'ed 3800 require 91+. 1996-newer say 87, but that is if you absolutely never step on it.
For mods you should start out with plugs, 180* t-stat (helps big time to keep heat soak to a minimum in the upper end), remove the MAF screen from the throttle body, remove resonator from exhaust (just behind catalytic convertor), free flow muffler, Tranny cooler, spark plug wires, etc...
But before you start modding do a standard maitenance tune-up which consists of:

Spark plugs (can do upgrades right away)
PCV valve
Clean throttle body
Fuel filter
Tranny flush
coolant flush
fresh air filter (if you are keeping the stock air-box)

Oh and check this out.

You mean those are so bad that they actually handicap your driving?

The 180 thermostat keeps the engine cooler which can equal more power, and less oil breakdown. Definitely a great first modification, especially if you plan on modifying more in the future. The 180 is especially good for the L36 which has the upper intake plenum failure, as it may prevent the problem or at least prolong the life of the intake. The removal of the MAF screen is done after you get an aftermarket intake where you don't want the higher velocity of incoming air to be slowed down by the screen. Some have removed theirs and put it back in because they didn't like the results, but a lot of people still don't have theirs in.
