That'* the seatbelt button.

Looks to rear passenger buckle, sans case (or whatever you wanna call the outside of the buckle part)

Well not in technical terms, but I believe that is a sealtbelt lock where the satbelt goes into.

They didn't use that belt in 87-91...they used the same metal ones you have in your car.
