Why, that appears to be an Intense Racing fenderwell intake. They offer ones for 1997 and 1998-2005, as well as some for W-bodies as well.

your fuel mileage will also go way down until you realize your getting into the throttle more just to here the awesome whine

next thing to do is find a tunnel or overpass and WOT it just right to scare the crap out of everyone in ear shot

and of course avoid at all costs huge puddles of water that may go over the filter. because than the intake becomes a water pump....
