Default legality issues

Would it be against the law to change the license plate bulbs to say, red?
And I want to put red bulbs into my headlight assembly that I can turn on when the headlights are off. Are these illegal? What about underbody neons?

Not legal in NY state. Even a clear plastic cover on the licence plate is illegal.

In WI anything is legal as long as the car isn't moving. Red and blue are definate no no'* because the po-po'* think that other people might think you were one of them. Those two dollar license plate light will cost you over $150 if they ticket you!

That'* pretty much how it is up here too.....

Although, red bolt lights on the rear LP should be OK.
I have red LP bolts on both my cars and have never been pulled over for them.
According to the law up here, red my only face rear on the car, so technically they are legal.

MN Laws:

Low Glows (neons) can be used as long as the vehicle is not operating on a public road. Everyone I know does it anyways. Around here cops arent TOOOOO picky about it, but they can get a lil pissy about them.

Changing the LP lights is fine. Never had a problem with that, my trucks LP lights are orange....Been Tailed a lot though

I have strobes in my truck. Not red and blue, but i have strobes and I have been hassled about them before but you are allowed to have any other colour (Been to court a few times and ruined some cops days' off for these)

Putting lil red bulbs in the headlights is generallly ok, you wouldn't be driving at night with out your Head lights on and these bulbs that you wanna put in there wouldn't even be seen when there on with the head lights on.

But this is MN, not Canada......But we're kinda half assed neighbors.....It may work out.

If you were in Michy, the underbodies would be illegal unless you were driving around on private property...or pretty much not moving. The red lights on the license plate would more than likely fly-red to the rear. So here, as long as they were red, and you could read the plate, they probably wouldn't be in issue. But again, that'* here.
