I think I figured out the difference
I recently had posted that my speed limiter on my 95 SSEi was at 108 mph, while some others were claiming theirs was higher than that. Then someone noted that my car probably came from the factory programmed to that limit due to most likely coming equipped with * rated tires ( I have no clue as the originals were long gone before I ever got the car).
So with that said I think I figured out why I have the 108 limiter and * rated tires. Most people'* SSEi'* have the ride control, which my car is lacking. I am just assuming that the cars with ride control had more perfromance-oriented tires, and thus allowing a higher speed limiter.
Is this a correct assumption?

No CCR in 92/93, and mine came with ZR rated tires from the factory. With a 128 liimiter (now gone to at least alot higher than that due to the Jet).
No link between ride control and tires whatsoever based on that.

I've hit 115 in my 95 SSEi, maybe 117 tops but nothing kicked in to limit the speed. I'd try to figure it out but I don't feel comfortable driving that fast with a bad alignment, half shaft and not trusting the tires.
