Default Gummed up steering fluid

This is not on my Bonnie, but my Grand Prix. It sits for long periods of time and I noticed the other day that the steering fluid is very thick and gummy. When I start the car up it also makes a whining noise and it gets louder as I turn the wheel. Once the car warms up though, it goes away. Is this from sitting so long???
I am trying to sell this car, so I want to look into this before I sell it to anyone.
Oh yeah, and how long before gas goes bad?? The car'* been sitting for a little over a month. It also needs a battery so I haven't been able to start it.

Is the fluid a dark brown color, and does it smell like burned ****?

It'* a dark color but it doesn't smell like anything.

Sounds like it needs to be changed out completely. New P/* fluid is clear and not very thick.
