Default Funky drum-looking thing on '01+ or so L67 fuel rail?

Take a look at these photos of stock L67 fuel rails:

This one, I believe, is on a '99 PA Ultra:

Size: 109.4 KB
This one, I believe, is an '00 or '01 SSEi:
Name: DSC09740.jpg
Views: 1077
Size: 68.0 KB

On the later fuel rail, there is some big drum-shaped thing in the intake line (just above and to the right of the Schrader valve), that I've never seen on earlier models...anyone know what that thing is?

(Note: these are haro'* photos, so he can feel free to correct the year and model info above)

OK, so I'm all screwed up on the captions...maybe those are both his '00 SSEi at different mod levels or something, but he did tell me that that brass-colored rail "came off of" a '01 SSEi...and a quick peek at Rock Auto does indicate that later SSEi'* got a different fuel rail with that funky drum on it...

So the question remains...what is that funky drum?

It is a fuel riser. Do I know exactly what that is...um no...do I care...no. But it is a riser.
