Of course it does. Because the AFR being reported by your PCM is what the O2 sensor THINKS it is. Even a tired AC Delco O2 sensor costing you 5mpg will report perfect AFR because it simply doesn't know any better.

Pat'* car is low mileage though. However upon putting in a fresh set of TR55'* he noticed better mileage and power. Much more power.... So much in fact that he changed the wires.
