Default Exhaust leak question

I was changing my exhasut donut gasket up in the Y pipe last night and I noticed when I was under the car that the previous owner has the pipe welded right before the cat. When i talked to him about it I asked him why that was done, he said it rusted out to the point that the pipe rusted in half and was actually hanging down. So I guess I found my exhaust leak. Is this a common problem, I thought it a little strange to rust right there and actually rust right out. In any event, any I dea what it will cost to fix? I am pretyy handy, but not a welder...

Its not straight, it right before the cat, and that pipe curves upward to meet the y pipe.....

its just that one Pipe u need right? the #:42277 ?

the Down pipe, if so yeah thats only like $20something, and all you do is get your cat welded to it, and bult it up to the Manifold
