I'm guessing based on the price and the location of the seller that the headers are made in China.

I wouldn't buy them....having had a set of SLP'* that ticked like a time bomb, and now happy with a set of TOGs.

Seeing how they are stainless steel, I wouldn't see a problem with them, check his feedback and ask him what the warranty is.

They look like a nice set of headers. however. Cheep headers can turn out to be more trouble then they are worth. Things like bad welds, holes, bad welds inside, warped flanges, etc. A good set of used headers are about $400 to $500, a new set will run you closer to $700. Pacesetter headers are much cheaper and can be a nice set. however, some are good, and some are not.

You don't want to buy something to rework it. Also..if these are chromed, you don't want to re-weld them now. Save your money and gets some TOG'*! You'll thank Uncle Kevin and Uncle Dan for that bit of advice.
