they are only held in with horizontal preasure. if you can do it, grab the pole, swing yourself upside down, and kick the sign off. if you can't do that, pull the pole out of hte ground (they go in deep) and then once on the ground, just kick it off and run with it

I wouldn't want to stand there (on a ladder) with a hex key

It'* not a hex key, just grab a 13mm ratching wrench and go to town. It'* held in place by pressure, corvettecrazy'* right, but you'll probably need to loosen the bolts to get the sign out.
