I don't buy it.

Adjusting the BCA won't prevent full boost, but can slightly DELAY full boost.
I bet the BCA isn't fully opening. This would be a faulty BCS or a vacuum leak.

AH! I do hear a sucking sound coming from near the BCA that Ive never heard before. I bet it'* the repaired vacuum line on the BCA.

Not possible to adjust a BCS to my knowledge... you adjust a BCA..not BCS ...unless I missed something when I had the 95...there was no adjustment for BCS
