i was told today by the thats going to be inspecting my car, that i DO NOT need a cat, on my car , i said why he said because its a 95 or lower and they dont need emission testing on that. is this true, any one from NY know the truth?

I do not know about NY but, from a federal view point you do.
The only way federal law will allow no cat is if the emissions sticker states "non-catalyst".

True emissions testing isn't done in NY at all. What they do for 96+ is connect to the PCM and check for problems esp in the emission systems. You're allowed to have 2 in "not ready" status at most. I forget how many there are in total. You cannot have any codes to the best of my knowledge.

As for having a cat on a 95; Cats have been required Nationwide since 74 I belveive and the NY inspector will check for one being there. They are supposed to be able to distinguish between a fake cat and a real one too as well as having a small muffler put in in place of one. They can lose their inspection license if they get caught not performing the visual check or not catching the fake (or muffler)

That is also illegal but let me add that they don't do much beyond look at it unless you go to one of those rip off shops that look for every little thing. Clean it out so it doesn't rattle if they hit it and you should be fine.

Why are you looking to gut the Cat anyway? If you are looking for better flow, go with a Magnaflow High-Flo cat, I had my backpressure tested on my stock cat and it'* next to nothing, I don't think you are going to get anything from removing a cat honestly, I mean I can be wrong but, the only thing I see is horrible emissions, and I know for a fact that when I bring my 95 in they inspect emissions, and if there weren't a cat there it would definitely fail so.....

Meaning yes, emissions testing, at least on Long Island, and I'm sure that'* a NY thing, not Long Island, so I don't know where you got your info that they don't do emissions on 95-below, infact my mechanic was telling me how they've recently made it stricter trying to get older cars off the road that pollute...

Just get a high-flow cat so you can be legal with no worries while opening up the exhaust system.

All Bonnevilles in any of the 50 States that were originally equipped with a cat are required by Federal LAW to have a cat whether you have emissions testing or not.

Gutting the cat will have the same effect as straight-piping. It will HURT performance. You will lose low-end torque off the line.
