Every set of front disc'* I've ever dealt with had them unless someone purposely removed them.

Ya, I've never seen a pair without em, the first thing I do is bend those tabs till they breajk off. I keep a visual check of my pads routinely, the tabs are usually to far in and can rut a rotor fast. Especially if you are in a position not to get to them at that moment.
