i see that you already have a smaller pulley, just install them and road test, the pcm will relearn itself. i have a 2" pulley on a 95 SC and have 24# injectors with no problems at all with them, for such a small change, you dont need a min afc.
now if you made a big move , like to the zzp 42.5# injectors, you would need the mini afc to recal the maf to match the injectors. while you are there, you might want to replace the O2 sensor if you havent yet too. this is the key to relearning the pcm.
