When you checked the fuses.. did you pull each or test them in circuit?
Having pulled a couple fuses myself I found they look burned and questionable in some cases.
If you have brake lights but no tails...I'd seriously consider looking at the headlight switch and connector. It'* easy to get to and test.

Just so we're clear on this: If you turn the ring counterclockwise on the switch (i.e. so it'* pointing to any marks on the scale other than the Off position), you hear a *click* from behind the dash when it'* dark out, and _all_ your exterior lights come on, then the Twilight Sentinel controller is fine.
If you pull the **** out and your lights do _not_ go on, you have a bad headlight switch. You've pretty much proven that now. The Twilight Sentinel controller is a separate box inside the dash; although it'* controlled by the ring on your headlight switch, it is not _in_ your headlight switch. (Make sure you get the correct replacement headlight switch, though; you'll need a replacement that includes that TS ring...)

To add on to Andy'* weath of information. I have seen the twilght sentinel ring post on the 95+ break. Not sure if your year is a solid piece or plastic like the ones I am familiar with.

Just to avoid _any_ confusion:
You actually swap over the existing ****, shaft and TS ring to the new switch, but you need to be sure you're buying a replacement headlight switch that includes the additional Twilight Sentinel hardware, what the ring presses on to. The part you're actually replacing is the part you cannot see (until you've disassembled things...), the largish plastic-and-metal assembly in the dash where the wiring plugs into the side.
