First, make sure you've got that option!
If you do it should be RPO CODE: KP2 - Timer Retained Accessory Power
Not all Bonnevilles came with this option.

If you DO have this option, then it may be your RAP relay, fuse or module or anywhere in between.

You need to check Fuse 3 (15 Amps) in the relay center. The relay center is on the passenger side, underneath the kick panel.

Do you have a power antenna and does it work?

Locks and antenna go thru the same fuse.

Sounds like it. Check your fuses in the panel under the dash; if all good there, check the Maxifuse/Relay Center on the firewall under the hood.

As for _why_ the fuse blew, I think your cigarette lighters are on that circuit as well. Might want to check if either the one in the dash or the one on the back end of the center console are stuck in or damaged.
