Default one of many electrical

1997 Bonneville ssei 83k. 2nd owne.r Drove fine for first 4 months then out of the blue Dic started flashing in and out an chimes would ring constantly for 5 - 10 seconds. this would come and go mayby 2-3 times a week. After a month of that the DIC just flat went out as well as gas guage, all other guages and compass work fine. Sometimes while parked, theft system would go off for no reason. I stopped locking the doors at night so the horns wouldn't wake neighbors. NEXT --fuel pump starts shutting down. would run fine if straight wired from battery but any time hooked up to regular circuit it appeared to be grounding out.
I checked my connectors, battery cables and grounding blocks. Everything was clean as a whistle but I took apart and cleaned anyway. Ckd fuel relay and replaced fuel pump for good measure, but to no avail. Had to run new circuit from fuse box straight to pump just to make it run. Now horn circuit is grounding out ," traction off" lite acts weird, sometimes security lite stays on about 20 seconds while driving. I removed cluster and ckd for corrosion on connector and circuit board. DIC and fuel guage still not working.
I have noticed water on driver'sfloor... mayby clogged drain from sun roof. I have read a lot of the postings and feel there is some kind of ground problem but I am frustrated. ANY IDEAS??
